idea to recycle and reuse those books you've already read, and movies youve
already watched. This is a good way to recycle used books, magazines and DVDs,

lovers.
Donate your gently used or
new books, magazines and DVDs from March 1 to the 9th and come
back on March 10th and pick some up that you are interested in. It's all free
and you don't have to donate to come and take advantage of the free books.

Parks Funding & The Future of Parks in Castle Pines
The following excerpt is taken from The Citizen,
the City of Castle Pines newsletter sent to all City residents. It is
reproduced here with their permission.
As the City of Castle Pines continues
to ensure streamlined operations and
efficiency of services for residents,
the Castle Pines Parks Authority and CPN
Master Association are collaboratively
joining in the effort on the issues of
parks and recreational amenities.
The Castle Pines Parks Authority,
created 15 years ago to address the need for
future parks in the community,
originally entered into an agreement with the
CPN Master Association to implement a
funding mechanism for the purpose of
building parks. The agreement, reflected in
the annual dues residents pay to the
CPN Master Association, specified that
70 percent of homeowners dues paid to
the Master Association each year would
be remitted to the Castle Pines Parks
Authority for the purpose of
designing, building and maintaining future parks
and amenities.
This agreement between the Parks
Authority and Master Association provided,
on average, $350,000 annually, which
helped fund the newly opened Elk Ridge Park.
With the opening of Elk Ridge Park and
the realization that the boundaries of
the City, Parks Authority and Master
Association are not the same, representatives
from all three entities met and agreed
that this original funding agreement
is no longer appropriate to address
future needs.
A few short years ago the Master
Association homeowners dues was $216 annually,
with 70 percent going to the Parks Authority.
With homeowners dues no longer going to the Parks
Authority, the annual homeowners dues
imposed by the Master Association was
recently reduced to $40.
The dues collected by the Master
Association on behalf of the Parks Authority
was equivalent to a property tax of
approximately 3.5 mills, however, because
the annual dues was a fee paid to the
Master Association by homeowners, it
was not tax deductible.
With Master Association dues no longer
going to the Parks Authority for the building and maintenance of parks, the
City will be looking at the option of asking for voter approval for a small
mill levy for ongoing park maintenance and one for park and recreation
capital construction projects.
It is hoped that the CPN Metropolitan
District will reduce their operating mill levy (currently at 19 mills) at the
same time, thereby reducing overall costs to the citizens of Castle Pines. By
imposing a mill levy on all property within the City of Castle Pines, it is
believed the City will derive a benefit from the new homes that will be built
in The Canyons Development and Lagae North, thereby
reducing overall costs to existing Castle
Pines residents.
Representatives from the City, Parks
Authority and Master Association enthusiastically
agreed to work together on the
implementation of a more adequate
revenue stream that would encompass
all present as well as future residents for
the purpose of funding ongoing parks
maintenance and capital improvements
such as the construction of Castle
View Park, improvements to Coyote Ridge
Park
and improvements to the trail network throughout the City of Castle Pines.
